When governments decide to enforce some measure of control over the citizens it governs, a tax is usually imposed. This might be due to some idea that if we have to pay more for something, we just won’t do without it.
One wonders though, why hasn’t this worked with alcohol and cigarettes? With the South African government spending billions on the alcohol issue, there isn’t much money left for education, housing, healthcare and other important necessities.
